In many countries, the compliance burden related to customs and excise duties
has been shifted from customs inspectors to importers, requiring informed and
voluntary compliance. The shift from border inspections to “post-entry
compliance reviews” requires importers to establish adequate internal
controls and well-documented procedures. Further, new bilateral and multilateral
trade agreements make international trade regulations increasingly complex.
KPMG's global network of international trade and customs practitioners can

- conduct diagnostic reviews of export operations to help ensure that adequate
control systems are in place for full compliance with customs laws and regulations,
identify opportunities for duty recoveries and/or reductions in future duty

- help you interpret the complex rules of origin embodied in trade agreements,
such as the North American Free Trade Agreement (NAFTA) and the Canada Israel
Free Trade Agreement, and in certifying the origin of your products

rates applied
- apply the Customs Valuation Code to appraise imported goods, which involves
complex adjustments to the sale price that can significantly impact the duty
payable
- help you take control of your customs reporting responsibilities by reviewing
current systems and advising on implementation of automated reporting systems
with direct electronic links to the Customs Commercial System computer
- help ensure duty payments are managed by applying all relevant duty relief
programs and drawback opportunities available
- identify non tariff barriers (such as product standards and testing requirements)
that can affect market access and recommend options for dealing with such
barriers
- provide assistance to importers and exporters facing antidumping or countervailing
duty assessments
- design training modules and procedure manuals on customs compliance, NAFTA
origin determination, valuation and other customs issues. Each module is tailored
to suit the client's specific needs
- assist multinational clients in developing a global customs compliance strategy
by gathering a multidisciplinary team of professionals from the countries
specified.
